User reporting forum system

Hello guys,some time i go on the forum and saw some people is not using is correct template when doing Unban request or user reporting,my suggest is when pressed the "New thread" button,it jumps out the correct template of Unban request/user reporting,or it just show up this thread http://forum.city-driving.co.uk/showthread.php?tid=2,So i think if we do that with arab language and english language,then there would be less incorrect template of
unban request/user reporting,What do you guys think about this idea? ":D
