I fell on a motorcycle not on purpose, I lost control. This COP always finds me when I'm on a bike with the highest possible fine (200$ ).

Since you have caused an accident, you deserve to be fined. However, the accident you have primarily caused involved one user because of how close you were. The other sequence of accidents was caused by other users crashing into each other.

Also, you were not given the highest fine as you mentioned. You were actually given the middle fine as seen in the manual.

Having taken all of that into consideration, you deserve a partial refund.
