In that case, I wonder why the cops did not make Swiss cheese out of that '*Removed* when they arrested him. Would have certainly been the best solution for everyone.

Hmm. Perhaps because it's a double standard to say "it's not okay to spontaneously kill people" and then go "the solution is to kill the killer!"

Killing isn't always the best solution, and it doesn't get the necessary message across - that killing people is not okay.

Of course, I realise your comment wasn't really meant to be rational and was only a emotional reaction to the massacre.
