Pulled out in front of me without even using indicators, shortly after i spun because of hot tyres he could avoid it however due to his following he couldnt stop on time causing and incident. Few seconds after he started chase, when i stopped he hit me second time issuing a fine 150.

His driving was nothing exemplary, that is certain. Rynno666 will be issued a warning advising him to use due care and attention while driving on the servers, especially while copping. He did cause atleast two accidents and cut you off in that short time span. Please watch your time stamps as well, as I think you meant 17:00, and not 17:17:00.
