i walk on the road and he hiting me deliberately did not apologize and He repeated the act with a player 3:40:02.95

That replay is painfully long!

Anyway, I've watched the two instances. He will receive a final warning for ramming/provoking accidents. I will also mention that he should apologise if he accidentally causes a crash, because I'm not sure of the intentionality on the second instant.
