I personally feel he blocked you intentionally. It looked intentional and he failed to apologise. His excuse didn't make any sense either.

He will receive a confirmable warning saying that he must not interfere with police chases (e.g. by blocking), and that if an accident happens he must apologise.

As a side note: It seems he did apologise a few minutes later. He also tried sending you money but seemed to have failed. But this was too little, too late & it only seemed he was scared of punishment.
