They turn around after drifting around me for a bit then ram into me. I asked them "Was it necessarily needed for crashing into me?" They said "Yes xD" See the second link for what they said.

It did not seem like an intentional ram. He apologised. Granted, he said "yes xD" at your question, but in my eyes, it was a clear joke. What was he to say? It seems any response of his would have resulted in this report.

As it seemed accidental and he apologised, there is no reason to take action.

NOTE: If, when he was drifting around you and then hit you (as a direct result), I'd be more inclined to do something about it. But he wasn't even drifting around you when he hit you.
