I were talking it with my teammate Toni , and we had thinked that it dosent going to be allowed because the Guardia Civil its spanish , so if the frist dont get approved , here go the second i make

Model 1: Toni i am afraid was correct, the first version needs police or similar on it. But the version with Policia is good to go.

Model 2: Just about passed. Skin is very minimalistic, but we are confident it will be recognizable.

If the skins are completely similar and only for another model/car then you don't need to post another approval request.
