- Reasons as to why you think you deserve a refund: I think the fine I received was too high. I was fined 100 when I think a more reasonable fine would have been 60 as it was my first time committing the offence and I did not endanger anyone.

You did endanger him, you didn't even check if it's safe to do. It was quite dangerous move. You should be happy that he didn't give you dangerous driving fine, which would be reasonable here.
