I was heading at the North Hillside Road from the south.

For that I had to take the road to the left (before the shopping mall, where there is the car park), at that time, that player tried to pass me on the left and on the road there was a tire that defines the left side and the right side.
It seems to me that it is an offense to overtake someone when there is an object in the middle of the road.

To return to the problem, he failed to overtake me and hit my car slightly.

So I decided to start a chase to resolve this offense. Despite the difficultie I had to start the chase because he was trying to avoid, I finally started it and when I gave him the fine, he told me "Idiot".

You were right, you didn't have to let him pass, you were driving within the speedlimits and a usual line in my opinion. He was dangerously overtaking, I personally wouldn't have fined him for causing an accident, but for dangerous driving. But technically he also caused a (small) accident.
No reason at all for him to insult you by calling you "idiot". I will give him a warning as a reminder about Rule 1.1.
