14:41 Pulls out of grass without looking, driving on to the what looks like the wrong side of the road (he could've seen me coming and the sirens too)
Blocks me, and I even honked.
If you watch further he speeds up and aims towards me ramming me AGAIN.

So after he caused those 2 accidents, he put the blame on me.
Didn't want to make this report topic but the reactions he made towards me wasn't appropiate
I also didn't find an sorry good enough causing these accidents while i'm in a chase.

and for the record my rb4 had the rally set on and i went through the grass on purpas because i like offroading. i had no clue you where by me or behind me because i didnt check my mirrors.

Well I guess this conversation has run its course, so I'll chime in. It is pretty obvious that you are being apologetic only due to the risk of consequence. Below are the lines of interest.

It is quite clear that you are not really getting the point. You have had 4 URS entries in less than two weeks since you were unbanned. You will receive a short ban. In the meantime, you can use these days productively. Clean your room, do the dishes, READ THE RULES -> http://www.city-driving.co.uk/rules/ among other things.
