Haven't come across Elmo yet, so i will make a quick verdict.

The yellow is just too easily mistaken for a tow, emergency vehicle and can therefore NOT be used for a cop skin. If you change it to some other colors mentioned above then it should surely work.

If you come across Elmo feel free to ask him about it again, but you will probably hear the same thing again.

1. The Fz5 charger skin is missing police on the sides and on the back. The one on the back is way too small.

2. The Fz5 dodge police one is fine, but one side is mirrored. Get the text the right way around and it will be useable.

3. The Fxo ford police should be alright regarding the livery, it is quite minimalistic but the white/blue pattern at the bottom helps a bit. However the police on the side and the rear is way too small.

At the moment i feel it is not completely clear that it is a Fire department skin. Try putting "FIRE" or "RESCUE" on the sides and front in a reasonable size and then it should be fine.
