Hi there Kxait. While passing on the right side of ones vehicle is wrong and is against the road laws for this reason, he deliberately does turn on you. But keep in mind if you try to pass on the right side of a vehicle accidents can easily happen. In the future please pass on the left side of any moving vehicle and if they are doing the speed limit then there is no real reason to overtake unless you are racing around. This user has no records of ramming into people so he will receive a warning. Thanks for the report.
