Player has been breaking the rules despite him saying that he has read them (rules page URL has been provided to him), not long before attempting to go OOB for the 2nd time (around 16:00 GMT, today)

The user indeed went OOB during a chase and refused to come back for the COPs. However, this user only just joined the CityDriving servers yesterday so it probably not familiar with the rules.

He will get a confirmable in-game warning for going OOB in a chase and will be strictly directed to the rules to familiarise himself with them.
