Ash could not finish this report so I have taken over.

I do not see the issue here. You were dangerously speeding at a high speed coming up to a T-junction when you should have definitely slowed down as even if you avoided the first COP, you would have hit Dizzle. You caused a rather major accident, it doesn't matter if the victim said sorry, that's their choice, this was a legitimate fine because you caused a collision due to dangerous and careless driving.
