[Approved] Calling Backup

When i call backup i have had many situations where i have said in chat or cop chat that this call for backup is for a specific person, but, people being rude have just ignored this and joined anyway.

What i am proposing here is that we have an option to call backup for specific people, say, !backup <name> and it would mean only them would get a call for backup so people didn't have to worry about other people being rude. I don't think we should have to do this but, some people just can't read.

Maybe InSim can just detect part of a nickname and not full nickname/username? e.g. !backup Lose or something.

To add to this, even sending backup to a channel you are in using !backup ch or even for multiple users using !backup <name, name>

!backup -nearest would be a cool feature as well. Even !backup -car RB4, for example, would also be very useful given some of the predicaments cops can find themselves in with off roaders.
