This user is fairly new to the servers, has only 6 hours of gameplay versus your own 684 hours. Therefore, I do not understand your behavior:

You can clearly notice he is sorry for it, and that he was simply not aware that such things were not allowed. This is pretty easy to be clarified since he joined our servers yesterday. In the future, please talk to people and try to find out why they did it, telling them they're going to be banned wont solve the situation at all.

Therefore:

komunist has been given a warning for interfering chases. I've explained him in-game that interfering/overtaking chases is not allowed.
