Yeah, good thing he didn't catch up.

He will receive a confirmable ingame warning

Hard to determine where he was actually doing something and where not, since he was lagging so badly.

User is very new only spend 1hr on the server, so he will get a confirmable ingame warning. Will make it clear to him that it's his first and last warning on this matter.
