The leeway is there to protect you if you accidentally go over a bit. It is not there as a target speed - if you're in the leeway, you're still speeding.
As for speeds in general, they're all calculated in m/s. The posted limits are approximations (as they have to be to avoid saying things like 100.8kph/62.63mph). The actual internal speed limit is usually somewhere between the two posted limits, often closer to the higher speed. This approximation is another reason for the leeway. |
