The first time i took a look it looked like legitimate accident, but when you see what leads up to it, there is little doubt that this wasn't intentional.

He waits before he drives out of pits, waits till the chase is close to do a U-Turn, goes past the exit into pits, then turns left while dan tries to overtake and even after he touched dan he still turns left into you.
There are a lot of decisions that don't make sense here:

1. Why did he stop until the chase was close to do a U-Turn either do it before or after it has passed. Road was well clear before the chase came into view, but he went right inbetween the suspect and the cops.
2. Goes right past the entrance towards pits only to try to turn right after he passed it
3. Why did he want to turn into pits again, his car had no damage and he just left it a minute ago
3. At first he was all the way on the left and then goes over to the right.
3.1. If he wanted to let the cops pass, then he surely must have noticed them
3.2. If he didn't wanted to let them pass then you would stay in the left lane to turn left
4. He makes contact with dan, notices his mistake and still keeps trying to turn

All in all his behaviour does not make sense and there seems to be no doubt about his intention here. His history also supports this sort of behaviour.

And even if that behaviour was not intentional, in theory, such horrible driving can be expected from a new player, but certainly not from somebody with 700+ hours on the TC servers.
