You are correct, that is an assumption. I would however like to know if there's another reason for you to line your car up with my left rear quarter.

You're clearly not reading or understanding the rules, Edwin. It says that about initial contact. If I rammed him at 200km/h, then the initial contact would heavily damage his car. He put himself in a vulnerable situation and I took advantage of it.
