You could have tried to have a talk with him to ensure that it stops there, instead of an instant report.
The user was quite lagging from what I could see but nonetheless, he gave a push to your car and a other one when he tried to drive off from the first incident.

He will receive a warning for his failure to apologise when he causes an or two accidents.
