Ok, here's what I see.

8:55 - He crashes you as he was wrong siding, no apology

11:20 - A bit 50/50 here. You crashed into him, you should have used your brakes there, he was nearly stationary (around 10mph), but shouldn't have been wrong siding either.

12:30 - He shouldn't have reversed there and used his mirrors, but he was crashed into you by the other cop.

13:30 - Unfortunately replays don't show insim stuff (such as !move) but I can see from the chat log you posted this many times. He should have moved anyway. He is new to the server so I'll have a word with him in game to ask him to read the rules.
