It is correct that people have to stay remote from police chases, however you basicly did the u turn right infront of him and he had nowhere to go. He tried to brake to avoid the accident, but it was too late.

That accident was both of your mistakes, he should have slowed down for sirens earlier and you should pay attention to traffic around you. Sirens do mean you have right of way, but you also have to give people time to react.

Won't take action here as it is a mistake and those do happen from time to time.
