Yeah that was way too late anyway.

Just as you can only speed briefly to get a laser reading or have around 1 minute till a laser reading experies, you only have a certain amount of time to pull somebody over.

Six minutes to pull somebody over is just way too much.

Basicly what you already said. He already chased you for the offence and failed to keep up, therefore he could not chase you for it again.
