Hi there, this user indeed full on rammed you. He didn't attempt to brake nor steer away from you, in fact he steered into you. Clearly intentional. He has a rather clean record with only one report of ramming.
I will issue this user with a very stern warning with a in game message. If he continues to do so more serious actions will be taken.
