By the looks of it he had intention to ram me, which indeed he did despite the amount of time given to react. Honestly, I wasn't paying loads of attention at the time however, I shouldn't of had too I had a clear road ahead of me, he pulled onto the wrong side furthermore colliding into me without apology.

Confirmed, he was driving on the wrong side of the road on purpose, with lack of knowledge for his surroundings.

This was seemingly an accident. He certainly braked too late leading to this collision. He also failed to apologise which is not the best thing to do in such cases. Timestamp 17:40 is exactly the same incident as above.

As much as I'd like to, without evidence (replay) the people who deal with reports cannot take action (provided that it is a case in which one needs evidence.)

Confirmed. He crashed into you on the wrong side of the road as you've stated.

Summary
The user is quite a new player. He has only received one warning during his adventure in the server. I am sure he can perform much better, he only needs to read the server rules. That is the reason he will receive a warning. If this behaviour repeats itself, harsher punishments will be used.
