This is what I said to Rifo when discussed in-game.

Cops in a chase do not have to use force at every possible point in the chase. If they wish to not use force, it is up to them and they cannot be punished for holding back (for whatever reason).

Similarly with the fines, a cop has every right to select which ever fine he likes (even if it may be morally wrong). The fines are set to a 'fair ' amount, to prevent from serious over-fining. Sure, it may be 'wrong' to select a high fine, however the cop is free to choose which ever fine he or she wants.

In short: there is no rule stating; a) A cop must use a minimum amount of force, b) A cop can only select a high-fine in specific circumstances.
