Exactly this. Unfortunately, the downside of playing from such a far location is this. Lag makes the game play worse and maneuvers become a lot more exaggerated. It's not as if you were at a complete disadvantage. KooKoo attempted a PIT maneuver on you but spun out due to lag. You, however, carried on driving off. I guess we can call that equal.

If you do decide to make a report in the future, please consider these points:
- Use an alternative upload site. See the recommended ones here
- Give specific time stamps of incidents you feel need checking by an admin. I'm not (and I'm sure other admins) are not willing to watch through your entire chase
