It is simply a Google Translated document. Sentences in Google Translate tend not to be very accurate, but it's better than nothing (nothing = an Arab being unable to speak any English at all).

You wrote a lot of text yet I'm not completely sure what you're suggesting exactly. Are you suggesting the rules should be manually translated into Arabic?

 
