Two main issues:
1. It's a US law directly targeting foreign websites.
2. There's this thing called international copyright law, which basically means every western country has to abide by whatever crackpot ideas some other western country implements. (not quite as clear cut as that, but close enough)

Result: it affects most of the world, but only US citizens can do anything about it.

Also, there's only one small step from SOPA's "block anything we say is infringing copyright (even if it actually isn't or it falls under fair use)" to "block anything we say". Remind anyone of the Great Firewall of China?
