[TC] Best Admin refers to all of the work they do as an admin i.e. finishing reports, keeping the server in check (bans, kicks etc.)

[TC] Best Member refers to everything they do in general i.e. what they are like to other community members on the forum, on the server and their personality in general. This doesn't really refer to any admin work they do, just helping people out and I suppose what they are like as a person/member.

There might be a better explanation from someone else, but that's my take on it.
