The whole thing surrounding the "learning to drive" and asking Mum for money for a wheel was just immature chit-chat. What does concern me, initially, is when Gal75 became provocative the fact that he has a Mum and that she treats him on this and that. That is not fair to be spreading about in the main chat, especially when another player outright said that they do not have that luxury in their life. How would you feel, Gal, if this was the other way round?

Towards the end of the report, Gal does use the term "niger" which you (post #3) identified as being unacceptable.

In summary, Gal has a history for breaking chat-related offences and is generally known for being a provocative individual when playing on the server. For that reason, the player will serve a 7-day ban until he can learn to play nicely and with a spirit that everyone can appreciate.
