I think having the option to spawn objects as COP is great, maybe make an application system or test system that you must complete in order to use it.

As for the messages, I can't say I would enjoy having those popping up on my screen too frequently. I think it would be more realistic to rely on the !hazard to alert people of danger.

I think this is a really great idea but i agree that there should be a test/application before hand.
