All Traffic lights change to flashing yellow when few people are connected

Not a bad suggestion, however in the UK we do not ever have this. Sometimes we have timing changes at peak/off peak times of the day however.

Then again, the longest you'll wait at a traffic light in [TC] is really 15 seconds (with the exception of roadwork temporary lights where you can be waiting upto 30 seconds).
