LKaa3h - No action taken. He slowed down (maybe a bit late), and then proceed to move on when he saw it was safe to do so. (He had already overtaken the suspect). mbt - No action taken. Adrian wasn't that great from his verbal action either. My suggestion is to try to solve any problems ingame, but if it just gets too difficult, then just simply report it. If the rule-breaker keeps breaking a rule, alert and admin.
