Nah, I don't think you're getting it.

People with high pings have an unfair advantage in a chase, especially when being boxed, applying this change to everyone would not make a difference to this as the unfair advantage would still exist - Hence why it would be applied to people with high pings only.

It's not 'punishing' anyone, it's an attempt to make it fair, it's a balancing act to mitigate the lag.

I don't understand your frustration, some cops won't even bother chasing those who lag because they know it's pointless and likely to be a waste of time. I know I'd be a whole lot richer hadn't it been for other people's lag.
