First of all, please write replay timestamp(s) more clearly. 14:39 isn't correct timestamp.
He apologized immediately after crash and I believe it wasn't his intention to hit you.
Before reporting anyone you have to try to solve problem yourself by talking. You didn't even try. I think that if only you talked to him and told him that you lost trip because of crash, he would have refunded you some money.
Also, don't insult anyone. Calling someone "noob" isn't really nice.
Another thing, before reporting anyone here on forums, check if there are any online admins. There were 3 of them at the moment. They can deal with such situations much quicker and easier.

For the reasons stated above, I won't be taking any action.
