It was built by Karmann in Germany, yes. The original Sierra, which the Merkur is based upon, was designed by Uwe Bahnsen, Robert Lutz and Patrick le Quément if Wikipedia is to trust. None of those worked for Karmann though.

EDIT: Also here's a quick photoshop of my car, was bored so I planned on what I'm gonna do to it.
The rear isn't going to be that low and the rear wheel won't be like that, but I cba to fix it.
