Removing Blackwood from rotation

Personally, I'd try to do the opposite of what is going on now; make the old Blackwood the main area where people would drive, and the most cluttered built up slow area a sort of side thing. I'm not a map designer but it would certainly be possible to incentivize it with layout redesigns, speed limits and such... Maybe even one way streets?
