By saying it's not mentioned I meant it doesn't literally say "Don't drive very slow...". But for me it clearly falls under the rule 1.1, which says not to harass other players.
And again, better option would be to leave server, or at least drive somewhere else, rather than doing it on main street.

The only reason I am "considerarting" is because it was you who mentioned it in OP and I was just answering.
Being aware your mirrors are disabled and you don't see what it happening behind you, you should pay even more attention to sirens, which show up in middle of screen.
Also saying sirens didn't show up in time is very poor excuse. Even if it's true, it is only your fault (i.e having open chat window or unstable connection).
