Alot of these timestamps could have been avoided. Its not completely against the rules to go wrong way on the server, if it was, everyone would have been banned by now. Driving on the wrong side is tolerated for short periods of time and as long nobody else gets disturbed or endangered.

This is not how you approach an user in a respectful way. A user may be new to the servers, and therefore not know all the rules yet, instead you should help them.

Also a forum report is enough, no need to additionally report him ingame as well after the forum report:
