✔ YOU SHOULD FORUM REPORT WHEN:
The user broke a very serious rule (e.g. continuous intentional ramming, being racist/very abusive, using hacks) and any other time when the user ruins - or has the potential of ruining - the gameplay of others,
The user became rude or simply did not care upon being told that they were breaking the rules.

This goes well under, do not forum report. Neither did you talk with this user. If you did then you would atleast get an explaination on what happend, also remember that he apologized right after the small incident happend. Overall he was in a chase, and it could be a reason why he made a uturn there, but he also moved to the side. If you only had talked with him first.
