Update on "Dealing With Rulebreakers"

Hi everyone,

The Dealing With Rulebreakers page has received an update.

The notable changes, which mainly apply to the "In-game reports (!report) / card system" section:

Some paragraphs deleted/re-worded
General restructure
Added clear 'conditions' (in the form of bullet points)

Please familiarise yourself with the updated page. Following the written advice makes it easier for everyone.
