You're just describing exactly what happened here,

Yes he was slowing... But with a siren on your screen, and me in front of you slowing too, why did you not slow down? I managed to slow down and not overtake in plenty of time... You made the choice to overtake it... If we're going round in circles I'm not going to waste my time.
