I'm neither for or against this idea tbh...

Rental costs can rinse someone with not much money (like myself), let alone adding in another extra payment.

If I'm at fault and it's heavy enough to be noticed, 9/10 times I will pay compensation - I think this is a good idea but I think in practise it will completely not work.
