About MOVE FOR POLICE:
I voted for the third option. There are often situations where the person who is on the road infront of the police is in the back of another person who is driving in the same way as the one in the back. There may even be more people around and in front of that person. If such a message is sent only to the person who is in front of the police and not to the person who may be in front of that person, there may be a collision or have to send this message immediatly when the person infront of the police moved. So it's best to warn the area in front of the police at a distance of about 50-100 meters, not just a single person.
Such a message should of course be displayed on the screen like "STOP POLICE".

About STOP POLICE:
In my opinion, leave it as it is. Message is displayed on the suspect's screen. Everyone can see it in the chat, but it is also a message for other cops who may consider that suspect can fail to stop and will be ready to backup.
