Change the visibility of the "MOVE FOR POLICE" and "STOP POLICE" for other players

If people are in my way when I am in a chase, then I'd be pissed off if I could only tell them to !move once or twice. The reality is, a lot of people lack awareness, let alone the ability to keep an eye on the chatlogs regularly/when cars are approaching them. Multitasking is simply too difficult for many people.

I am against reducing the move for police messages in chat and believe everyone should have the ability to see these messages. It highlights to every player (and therefore accountable to the community), who the idiot is - whether that's the cop spamming TOO much, or the player that's always being told to !move. In any event, it's always going to be dependent on the situation. If the player is in the process of moving, then there is no need to spam, if the player is being a complete pleb, then of course you're entitled to send !move a few more times, but remembering to use some common sense with how you go about this.

The current way is more flexible than the other two options, and when issues do arise, admins are there to deal with it.
