Remove timed "getup"

Problem is, I cannot prevent people from using it while already standing up, because there is no information whether the vehicle has fallen over. I once asked Scawen on the server if he could spare a bit to get that information but he didn't change anything so far. So there simply needs to be a "penalty" to prevent people from using it just for fun. Like turning the vehicle at a red light 4 times in a second and other stupid ideas.
