cop test

hi guys just a quick one could anyone including tc's explain to me on cop test it says you have a roadblock the suspect must 1.turn around 2.use as much force as nessacary including rams 3. hit it as fast as they want only asking as i failed my test and this was one of the questions and there is nothing in any manual/guide about this and ramming is not allowed in any circumstances so could someone clear this up for me please

 
